Ms. Claire Fisher
Managing Director

Claire founded Change Capability, Inc in 2000 and possesses more than 25 years of experience providing organization development support and change management consulting to private industry and federal clients. Prior to starting CCI, Claire honed her change management expertise while working at Deloitte Consulting where her responsibilities included development of change management methodologies and providing consulting to support large system changes and process redesigns to improve organizational effectiveness.
Claire formed CCI and began providing change management support to NASA programs, including an Enterprise Resource Planning (ERP) solution, and an integrated approach to NASA’s workforce planning. With her large-scale change management expertise, Claire began leading the change management program for the Global Combat Support System – Army (GCSS-Army) program that serves as the primary logistics enabler for end-to-end logistics and integration. Her responsibilities included the development of the change strategy and implementation for the U.S. Army’s ERP solution, with clear-cut and effective change management solutions to implement GCSS-Army’s business priorities and objectives.
Under Claire’s leadership, the CCI consulting team provides strategic, technical and operational support to the U.S. Army’s system modernization programs. Ms. Fisher focuses her energy on all elements of CCI’s growth strategy, including forging teaming arrangements and partnerships to best serve expressed client needs. Claire earned a Bachelor of Arts degree from the University of Colorado (Boulder) and a Master of Science degree in Organization Development from American University in Washington DC.
Mr. Emory Determeyer
Director, Finance and Operations

Emory is responsible for ensuring the business operates within the company’s mission statement and managing day-to-day processing of accounts receivable and payable. He possesses more than 30 years of experience within the DoD and private industry and is intimately familiar with providing top-level customer service.
Emory brings extensive training leadership and change management experience to improve business performance through the successful execution of both strategic and tactical training initiatives. Emory is experienced in transforming conceptual ideas into tangible and measurable results. He brings strong leadership skills including project management and supervisory experience for both public and private sector organizations and has worked with all levels of the organization on multi-phased, national and global projects.
Most recently, Emory served IBM gaining detailed experience in SAP training and has led and or supervised the training teams for five large-scale implementations, including the development and/or editing of training materials in varied modules. He has excellent communication skills with the ability to accurately identify training requirements to achieve learning goals.
Emory earned a Bachelor of Science degree in Business Administration from the University of Southern Mississippi.
Mr. Robert (Bob) Sutter
Director, Department of Defense Accounts

Bob is responsible for building and maintaining CCI’s customer relationships, both within the Department of Defense and other organizations in the public sector. He possesses more than 30 years of experience within the DoD industry and is intimately familiar with the business acquisition process and strategic planning as well as program implementation and ongoing program execution and management.
Bob spent a significant amount of as his early career as an Army officer and clearly understands our customers’ vision and expectations. His career spans across all three components of the Army (Active, Reserve and National Guard Bureau) as well as taking part in both peacetime and wartime operations (Operation Desert Storm/Shield and Operational Iraq Freedom/Operational Enduring Freedom).
Most recently, Bob has supported the Army’s premiere tactical logistics program as a senior manager responsible for the program’s communications, cutover and operations activities.
Bob earned a Bachelor of Arts degree in business administration and economics from Hanover College and a Master of Arts degree in Internet Marketing from Full Sail University.
Mr. Jason Pentecost
Manager, Finance and Operations

Jason is responsible for managing all day-to-day financial and operation activities supporting our CCI team. In his capacity as financial manager, Jason will work directly with each team member resolving labor and travel concerns as well as coordinate with our partners to resolve any outstanding financial matters. As CCI’s operations manager, Jason will be responsible for establishing and monitoring all internal on-boarding activities as well as all external teaming and work agreements.
Jason possesses over a decade of experience within the DoD industry and has a considerable background in operations processes and customer relationships.
He brings an extensive background in project management, having worked in several different areas during his tenure on the largest Enterprise Resource Planning (ERP) system ever successfully implemented within the Department of Defense. Jason’s knowledge of the intricate inner workings of the DoD’s operating and financial systems is invaluable.
Most recently, Jason served as the Deputy Project Manager on a contract providing augmented staffing support to the customer to ensure the successful transition of scope from the private sector to the public. He was successful in not only ensuring the customer was able to continue the mission, but also making sure financial requirements were met and expectations were exceeded.
Jason earned a Bachelor of Science degree in Business Management and a Masters in Business Administration from Virginia Commonwealth University. He also holds a Project Management Professional (PMP) certification.
